Using Biometrics in the Social Grants Environment

Personal data like surname and address information can change at any time. This makes using personal data for finding a record in a database insufficient and can never guarantee your database does not contain duplicate entries. When you are confronted with an environment where every piece of personal information can change, you need to find an innovative solution to keep track of individuals. In most cases, the individuals associated with these environments are eligible for certain grants which must be managed to minimize fraud. 

The Environment

The Orbit Workflow solution, available from our partner RQTech (Pty) Ltd, manages the workflow, business processes, and collaboration between parties and overall improves the efficiency of systems. The Orbit Workflow solution uses personal information and an intelligent data management solution to achieve the above and produce various management reports. 

However, the problem with personal information, which can change at any time, required the Orbit Workflow solution to be extended with extra data, which can never change.

The method used to capture data, including what to capture in social grant environments, had to be adapted.

The Solution

The only option was to implement fingerprint biometrics into the Orbit Workflow Solution.

During the registration of an individual, personal information and fingerprints are captured and uniquely linked. A mobile application, which works in online and offline mode,  is used to capture personal information, and the operator uses the integrated fingerprint scanner to capture biometric data and Flexyware developed fingerprint processing modules.

The biometric and personal information is uniquely linked, packaged and securely sent to a central server. The Orbit Workflow solution manages the personal data, whilst the Flexyware Biometric solution processes the biometric data.

The Flexyware Biometric solution notifies the Orbit Workflow solution of any duplicate records. The identical records are flagged or uniquely combined for future reporting based on the business process and intelligent management of personal information built into the Orbit Workflow.

Biometric Data Processing

The Flexyware biometric platform, which consists of various modules to process fingerprint data and its built-in workflow management solution, was deployed. Integration with the Flexyware platform is made easy with its standard API layer. 

The standard functions available in the Flexyware Biometric Platform include background identification for large databases, biometric verification and various notification services. 

Solution Overview

The diagram below shows a high-level view of the various integrated modules to offer a unique solution to the end-user. 

The solution provides for

  • Using a mobile device to capture personal and biometric data in online and offline mode
  • Securely send data to the RQTech Orbit Workflow solution
  • Send biometric data to the Flexyware biometric Platform for verification and ensure the record is unique
  • Future Identification and Verification processes. This functionality is embedded in the mobile application and uses personal and biometric information.
  • Operator or user management. Users need to log on using fingerprints for verification purposes.
